In March 1997, Joseph DeCanio, the president of Laborers Local 376 of District Council 37, became the first official of that union to endorse Mayor Giuliani's reelection.

In doing so, he was not unlike the canary sent into the coal mine to make sure that it does not have too much methane gas to make it hazardous to humans. If the canary makes it back still breathing, it is safe to send larger creatures into the shaft.

Mr. DeCanio's endorsement of the mayor did not, as it turned out, set off any explosions, and six months later, on September 11, 1997, DC 37 Executive Director Stanley Hill gave the mayor the endorsement of the 120,000-member union.
